Social Science:-
The study of social sciences encompasses a few popular academic courses or disciplines primarily differing from arts, artistes and humanities. Nevertheless the human aspects and the scientific mode applied in studying humanity gets more emphasis.
To start with the wide ranging subjects under this umbrella-type academic stream of studies would be Governance, Democracy, Women Affairs, Urban studies, Rural problems, International relationship, Legal Aids in Society, Human Rights, Ethnic (Communal) conflicts.
In the study of social sciences, the major thrusts is on research or what’s generally termed as ‘on-field study’. Actually, it’s the surveys and on-field research reports based on figures, facts and analysis that Social Sciences get their real significance.
It’s a key tool which helps government(s), especially in free and democratic system – where people can express their mind freely and ventilate their grievances – to form government policies and necessary legislations for the larger interest of the welfare state.
But it cannot be simply a one-way traffic. The catch theme under which social science would really thrive is the honest and proper feedback from the society. If the survey is based on faltered facts and figures and on assumptions the result would be also equally erroneous.
In such cases, the government legislations and amendments to Parliament Acts can only border along lip-service and the real purpose of attaining satisfaction of all concerned in the society would remain far from achieved.
In Indian context, the Panchayati Raj Bill enacted during Prime Minister Rajiv Gandhi’s government in the late 1980s was a pointer. This Act of Parliament empowering the village panchayats (village self governing bodies) was formulated based on various study reports on social sciences. Another such Bill that’s doing the debate in Indian socio-political life is Women’s Reservation Bill which seeks to ensure one-third seats in Parliament and state assemblies kept reserved for women. There’s however strong reservations among the politicians though as political party no one really has objected to it.
Among other areas of studies, Local Democracy for instance, focuses on study of grassroots democracy, functional, financial and administrative autonomy of local governing bodies like municipal councils, village development boards etc. Under this, surveys and studies are also made relevant matters pertaining to the theory and practice of local finance and best practices in self-help governance.
Under Urban Studies similarly the focus is on research on issues related to urban governance and the interface between citizens'' organizations and various government-controlled instruments and agencies in urban development.
Women welfare studies deals with socio-political empowerment of women, gender justice and the role of women in participatory democracy. In Indian context, various studies have also included on issues relating to violence committed against women including the social vices like prostitution or even domestic violence meted to married women in the name of dowry or ‘dahez’, Indian women are expected to bring to their in-laws house during their marriage.
Arabs marrying Indian girls:-
Recently a phenomenal study in social science vis-à-vis Muslim girl child in some targeted parts of India brought into limelight an alarming issue. It was found that a number of visiting sheikhs from oil-rich Arab countries land in cities like Hyderabad and Mumbai to marry Indian girls, especially teenaged ones only to divorce them within a few days. These Arab marriages also known as ‘mutta'' have increasingly become the modus operandi for the trafficking of young Muslim women. Now, the government is proposing an amendment to the Immigration Act to check human trafficking.
Social activists and cops say that to stop recurrences of such marriages it is necessary to break the nexus between brokers, guest house owners,Muslim religious leaders like Qazis who perform the social marriages.
In the recent past, globalization has turned out to be a very important aspect of social science studies the world over. This phenomenon got major booster ever since economic liberalization became the order of the day in most under-developed and developing countries.
The studies revolving around this catch-word of our time are issues like the impact of globalization on governance – both in national and regional canvas. There are various social science institutes engaged in studies on various aspects of globalisation and its social impact. In India, there have been mushrooming of such institutes and studies since early 1990s when the then Prime Minister P V Narasimha Rao and Prime Minister Manmohan Singh set the country’s roadmap into a new era of liberalization. The decision in fact attracted a worldwide attention because India’s political history prior to that has been chiefly leftist kind favouring controlled economy and planning process.
Another important feature of social science studies is promoting a sound understanding of local democracy at the regional and global levels.
The studies contribute a lot in spreading of established and cherished values of local democracy, participatory sprit in governance, documentation and exchange of experience in running of governments, municipal bodies in governance.
There are also other study areas like legal help system on governance ensuring the citizens proper welfare.
In India, the studies are to enable the local governments and the agencies like the village panchayats and municipal bodies in urban areas to be aware of their constitutional and legal rights.
Human Rights and Ethnic and communal tensions form a crucial area of social science studies in today’s world where man is refusing to let another man suffer. Studies under this aspect tries to cover subjects like impact of decentralization on human rights, human rights initiatives by various countries, violation of human rights by the state/ police/ army etc.
It can also include subjects like police training and administrative and prison reforms.
In Indian context, this area has evoked much attention. In recent times detailed and multiple studies have focused on the historical perspective of the problem of communalism in states like Gujarat, especially after the post-Godhra riots of 2002.
One such area has been: ‘Metamorphosis of Hindu nationalism in Gujarat’ .
It talks about the unprecedented carnage committed against the scared Muslim minorities. Various writers and study reports have paradoxically done this lately with an element of hurt and deep sense of anguish.
The book ‘Godhra – A Journey To Mayhem’ is one such work. Many say that looking at the complex situation Gujarat has landed itself, theirs is a fear that Gujarat seemed to have lost its way.
Similarly, the studies on use of army and para-military forces in Jammu and Kashmir and northeastern states to tackle the issue of terrorism and insurgency has attracted worldwide attention.
The armed conflict between Indian army and militants, between various warring factions and ethnic tensions between locals and outsiders have taken much toll in these states.
Even local insurgent outfits are not above board. During inter-tribal clashes, many villagers are forced to leave their villages and often brutally treated. Replying to a no confidence motion against his government in the wake of enforcement of the Disturbed Area Act in 1995, then Nagaland Chief Minister S C Jamir told the state assembly that underground activists were killing people even using big sized stones to cut off their stomachs. Often villagers have been used as human shield in clash between army and the militants by both sides – the militants and the army.
On-field studies claimed that in Nagaland once an army brigadier at the end of a Herculean combing operation screamed, “I could have bombed this place” as if he was granting some mercy to the people by allowing them to live. In height of arrogance and autocratic mannerism, he thundered, “next time I will burn the state”.
